Sheff Wed Deals with Major Issues, Says Independent Regulator

'We will play a key role in football's future' - football oversight chief the regulator's chair

The Championship club's ongoing struggles represent a a "serious issue" and the new football authority is aiming to acquire authority to investigate clubs in similar circumstances, the newly appointed chairman David Kogan has announced.

Through a comprehensive talk, the chairman, who was named to the position this week, expressed "sympathy" towards supporters of the Owls.

The chairman convened with four fan organizations representing the football team recently.

The football club have been facing challenges both on and off the pitch in 2025, with the club missing wage payments on five separate occasions, including in the autumn.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a significant problem for football," the regulator explained.

"The club represents one of the historic institutions for the English game and this week we have met supporters' organizations.

"We are seeking authority... which will allow us to have Wednesday and comparable cases brought to our attention if they require examination and acted upon."

Financial Struggles and Proprietorship Status

Wednesday's embattled owner the Thai businessman indicated in the summer he would be willing to sell up at Hillsborough, but he has not been able to secure a deal with potential new owners.

Missed wage deadlines on time in spring months caused limitations by the league officials in summer, stopping Wednesday from completing any recruitment activities for the next three transfer windows, although the ban was rescinded in August.

Authority's Position

The regulator explained: "The job [of the regulator] is there for the fans of Sheffield Wednesday, teams facing challenges where fans are dedicated to a regional establishment that has existed throughout their lifetimes in many cases.

"I completely understand the team's plight, as I do for all the clubs that in modern times have encountered failure, or been close to going to the wall, for causes separate from the followers."

Inquired if the oversight body could require an chairman to relinquish a club if they are deemed unsuitable, Kogan said: "If your question is 'would we intervene in the final instance?', the response would be once we assemble the facts and comprehend the circumstances, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be treated as a "last resort" and the authority would rather to collaborate with owners.

"The last thing what we want to do is commence engagement with an specific team, an individual owner, without having the opportunity to collaborate with that chairman to fix the challenges confronting the team and the proprietor's dealing with," the regulator explained.

"In actuality, when you look back over the history of the sport, over the past few decades there have been certain proprietors, a small minority, but some who have been irresponsible in the approach they have taken toward their clubs and ultimately decline to assume obligation for the coming years."

'Errors may undo substantial development'

The chairman convened with delegates from multiple organizations to explain the responsibilities of the authority recently and maintained it represented a "proactive meeting" with a "high level of engagement" from the National League to the Premier League.

"The role holds considerable importance, because if errors are made, if the football community fails, the significant advances achieved could disappear incredibly quickly," the regulator warned.

"This represents everyone's worst fear in the context of the English game is a substantial accomplishment - we need to continue the progress.

"Considerable investment coming into football and has come into football for the recent generations, because there's no guarantee it will persist in entering the game, which is among the factors explaining I think we have to maintain a focused outlook on challenges and obviously, of the immediate future."

Premier League Concerns

The Premier League opposed the formation of an authority because of fears of a negative impact on the Premier League's sporting equality, but the regulator stated: "I fully support the success and growth as an economic entity of the Premier League.

"As someone who appreciates the worry about compromising the division as a high-quality offering of the nation. But simultaneously, if you consult with top flight officials after today's meeting, they would have had a high level of reassurance -and, in fact, they have been telling us in private they have a considerable comfort."

Partisan Associations

The regulator remains subject to a "comprehensive investigation" by the Commissioner for Public Appointments after he disclosed making donations to the opposition group in 2020.

The chairman provided financial support for Secretary of State for Culture, Media and Sport the minister's leadership bid, along with that of the current Prime Minister.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that political affiliation came to an end the day the select committee approved my appointment," the chairman stated.

"I currently have no participation in any type of partisan engagement."
